Renovation project overruns are not accidents — they are predictable results of a poorly structured budget. Industry practitioners in Indonesia typically see 20–40% cost overruns on residential renovations that begin without a formal Rencana Anggaran Biaya (RAB). With a proper RAB built before the first nail goes in, most of that overspend disappears.
This guide walks you through building a professional-grade RAB for your renovation project, even if you've never done it before.
What Is an RAB?
An RAB (Rencana Anggaran Biaya) is an itemized cost estimate covering all work to be done in a project. Unlike a rough estimate scrawled on the back of an invoice, a proper RAB breaks down every component: materials, labor, equipment, and overhead — before a single item is purchased.
Contractors use RABs to price jobs. Banks and developers use RABs for KPR renovation loans. But most importantly, you as the homeowner should build one to understand what your renovation actually costs and where your money is going.
Step 1: Define Scope — Precisely
The most common mistake is starting with "I want to renovate the kitchen." This is not a scope. A scope sounds like: "Remove existing wall tile (12 sqm), install new 30×60cm ceramic tiles on walls using waterproof adhesive mortar, grout, and sealant, including labor."
For each room or area in scope, list:
- What is being demolished or removed
- What is being installed or built
- The specific dimensions or quantities
- Material specification (brand, size, grade where relevant)
Step 2: The Six Cost Categories
A complete RAB contains these categories:
- Materials (Bahan): All building materials — cement, sand, tiles, paint, timber, fixtures, fittings, electrical components.
- Labor (Upah / Jasa): Payments to tukang, mandor, and any specialists (tiler, electrician, plumber).
- Equipment rental (Sewa alat): Concrete mixer, scaffolding, generators, etc. Often bundled by contractors but worth itemizing when self-managing.
- Transport (Angkut): Delivery of materials, disposal of demolition waste (sewa truk).
- Overhead / Project management: If using a contractor, this is typically 10–15% of materials + labor. If you're managing directly, this is your time, phone credit, and supervision hours.
- Contingency (Cadangan): A mandatory 10–15% buffer on top of everything else. This is not optional — it exists to cover price increases, unexpected sub-surface conditions, or scope creep.
Step 3: Current Labor Rate Benchmarks (2026)
Tukang rates in the Bogor–Sentul–Depok area as of 2026 (these vary; always get quotes):
- General tukang (mandor-managed team): Rp 120,000–175,000/day per person
- Tile setter (pasang keramik): Rp 50,000–80,000/sqm (labor only, includes cutting)
- Painter (cat): Rp 18,000–30,000/sqm (labor only, includes primer + 2 finish coats)

Step 4: Build the RAB Spreadsheet
Your RAB should have these columns: Item, Unit, Volume/Quantity, Unit Price, Total. Group by category. Example rows:
